An officer of the 1992 Indian Forest Service batch, Pavan completed postgraduation in Life Sciences from Jawaharlal Nehru University in 1991. He is also a postgraduate in Forestry from Indian Council of Forestry Research & Education, Dehra Dun. He completed PG Diploma in Environmental Law from National Law School, Bangalore. He has recently submitted his doctoral thesis in Environmental Geomatics to JNTU, Hyderabad.
His interest spans art, culture and music, particularly Western Classical Music.
At present, he is serving as a Special Secretary in the Information Technology Department of the Government of Assam.
